Thank you both for your help. I think things are starting to make a little more sense between what you've written and watching a few youtube videos. If what I'm hearing is correct it looks like we both can play a game at the same time. It also appears that one of the downfalls is I can't play one of my digital games if my console is offline.

2. You should be able to pair all of them to the same PC with one Bluetooth dongle. I just tested with two Xbox One S controllers and two Dualshock 4 controllers and it worked fine. You may need third party drivers for the Dualshock 4 depending on the software you're trying to use it with. Don't buy the official dongles.
Hello, no you only need one live account. The account that has the XBox Live subscription will go on the second console and make that the home. They both should be able to play and have all of their saves too. You can also follow this to make sure it is done right:
