When I was testing the Canon RF 35mm f1.8 USM, and the Canon 24-105mm f4 L IS USM, I was able to handhold the cameras down to insanely slow shutter speeds and have solid luck.
The RF 24-105mm f4 IS L lens achieves it's image quality in a more conventional manner. It is an "L" quality lens with weather sealing. It is a great len with a bigger brighter f4 aperature.
